Just a couple of things I want to mention:
-- Until absolutely every SVG-capable device has a programmable GPU or
similar hardware, there is bound to be an orders of magnitude performance
difference in processing of the "hard" filters across devices. That's why
filters are special, and this isn't just Mozilla's problem.
-- Regarding filterRes, that actually would work well except perhaps for
feConvolveMatrix, where things get complicated and authors are more likely
to specify filterRes making it impossible for us to choose a suitable
default. If you can figure out a way around that, I'm all for it.
