Dear Scalable Vector Graphics Working Group,

  http://www.w3.org/TR/2005/WD-SVGMobile12-20051207/interact.html is
unclear what elements the load event must be dispatched to, DOM Level 3
Events only requires to dispatch to the Document, while other parts of
SVG Tiny 1.2 assume it's dispatched for other objects aswell. Please
clarify what load events must be dispatched to.
