Dear Scalable Vector Graphics Working Group, http://www.w3.org/TR/2005/WD-SVGMobile12-20051207/linking.html section 14.2 notes for the xlink:href attribute 'An empty attribute value (xlink:href="") means that no link traversal occurs upon activation of the 'a' element.' This is misleading, instead of referring to the empty string it should refer to same-document references as defined in RFC 3986.
