Luckily, two unusual circumstances make this not an issue for SVG 1.2
Tiny:
1. As SVG working group members have told us several times, you already
have a host of implementations working on implementing SVG 1.2 Tiny
despite it still being a working draft, and so do not need to wait
for CR to get implementation feedback,
2. As is clear from the mail to this mailing list, there has not been a
lack of issues being found, including serious problems.
Therefore there is no chicken-and-egg problem in this case.
