The Working Group never formally addressed this comment (the responses are not public) and the new draft states "SVG User Agents must implement progressive rendering although there is no minimum rendering update frequency required for conformance." It's not possible to tell the difference between no support for progressive rendering and support for it where the document is only updated once the document is fully loaded, so this does not address my concern. One way to address it would be to update the requirements document and clearly point out there and the draft that SVG Tiny 1.2 does have optional features.
