Fair enough. I retract my request for this specification.

Please do consider moving the conformance criteria clause (possibly the 
most important part of the spec) from the appendices to the start of the 
spec in a future release, though. I believe it would raise the profile of 
the section (appendices are often simply ignored). This would be a good 
thing given the current state of implementations with respect to this 
section.
