Dear Ian, This is the SVG Working Group response to your comment found at: http://lists.w3.org/Archives/Public/www-svg/2005May/0132.html We acknowledge that there is some merit to the argument that the conformance criteria belong at the beginning, but we see that there are other W3C specifications that do not start with conformance criteria and we are not convinced that having conformance criteria at the beginning provides great benefit. Therefore, we do not feel it is worthwhile use of time to change the specification organization at this time. We will reconsider this for other future specifications. Thank you for your feedback.
