I still can't make much sense out of this, the new text defines this in part through the term "rendering tree" which does not define which elements are part of it, but does define that elements for which the conditional processing attributes evaluate to false are not part of it, which seems to be a circular definition. The draft also notes that the attributes apply to the animation elements and the discard element, the element table however suggests they are not actually allowed on those elements.
