RE: SVG12: 5.1.2 "referenced document"

Bjoern,
I agree that we should reword the sentence "To be scalable, SVG content must include a 'viewBox' attribute on the 'svg' element." Even without a viewBox (and thus without adjusting the size of the graphic to fit the viewport), an SVG graphic is still scalable in the sense that the rendering of the graphic adjusts to the resolution and color depth of the target device.

The new text has "To be scalable, SVG content must include a 'viewBox'
attribute on the 'svg' element." So SVG is really for scalable and un-
scalable vector graphics?
