[SVGMobile12] image element DOM model

Section 5.7 states that <image> in SVG Tiny 1.2 "must reference content 
that is a raster image format".  Later on it includes a paragraph "The 
resource referenced by the 'image' element represents a separate 
document which generates its own parse tree and document object 
model...".  Since raster images don't have a DOM, this paragraph should 
be stricken from the specification.
