According to section 7.8 The viewBox attribute, implementations are allowed to ignore the viewBox attribute in particular circumstances. The descriptive prose in that section does not take this into account, however (it is written in a way that assumes the attribute is never ignored). The current wording of the conformance requirement is also very vague and unclear; it doesn't seem to define what should happen once the rectangle has been mapped -- in particular, it doesn't seem to require that the rectangle be used to create a transform for descendant elements.
