This notes among other things
* in order to adequately enable local IRI references, the
'mediaCharacterEncoding' and 'mediaContentEncodings'
attributes have been added
As the character and content encodings have to be known in order to find
the prefetch element in that same resource, it does not make much sense
to specify this inline; it would encourage conflict, for example; this
does not seem to be the rationale for the addition of these features
then.
