you are talking about the SVG draft or the CSS one?

Its very clear in the CSS3 draft that the system colors are deprecated.
Its very clear in the SVG one that they are not deprecated.

I believe it is already very clear.

If your point is that the system colors *should be* deprecated, please
make a separate comment. Note however that the system colors are liked
my some implementors and content creators, who want to produce SVG UI.
