The above entity expands as follows, and I don't think we need
another ":" (colon) in this attribute declaration.

xmlns CDATA #FIXED "http://www.w3.org/2000/svg"
xmlns:xlink CDATA #FIXED "http://www.w3.org/1999/xlink"
