In SVG 1.1 [1] Animation Module, Section 19.2.6, the definition of begin-value-list states: “The interpretation of a list of begin times is detailed in SMIL Animation's section on "Evaluation of begin and end time lists" <http://www.w3.org/TR/2001/REC-smil-animation-20010904/#Timing-EvaluationOfBeginEndTimeLists> .” The problem is that this appears to assign the formal semantics of the begin-value-list to this referenced section 3.6.8 of SMIL Animation [2]; however, that section of SMIL Animation is marked as informative. Furthermore, having attempted a close reading of that section a number of times, I am very skeptical about its completeness and understandability; indeed, I don’t believe it is possible to understand without a thorough rewrite that would need to include many examples to make it clear. I’m not sure how to resolve this. I would prefer to see a well written Section 3.6.8 from SMIL Animation that is understandable. That would certainly need to be done to make it clear enough to define the semantics of begin-value-list (and end-value-list).
