Igor, you can base64 encode image data into the SVG file 
and reference it from the <image> element (Section G.7)

Is there any way of including the bitmap (pixel) data
directly into a SVG document? (instead of making a link
to an external image file).

What I have in mind is something like
<image width="4" height="4" pixeldata="#1234567890ABCDEF"/>
