SVGViewElement::viewTarget type

Some clarification please.  In section 17.3 of the CR of 2000/11/02, the
SVGViewElement interface is defined as containing an attribute
'viewTarget' of type SVGElement.   However, the corresponding 'view'
element definition in section 17.2.3 defines the 'viewTarget' attribute on
the 'view' element as being of type CDATA.  Is the viewTarget attribute in
the SVGDOM tree supposed to be assigned the DOMString id of the passed
SVGElement i.e. SVGElement::id?
