Proposed Resolution: Per-axis clips in view transition groups

Hey all,

Full resolution: When a scope element generates a ::view-transition-group-children and clips its overflow in the x and/or y axes, then the generated ::view-transition-group-children gets overflow-x: clip and/or overflow-y: clip depending in which axes the scope element clips its overflow.
