Report on View Transitions breakout Oct 30, 2024

Hey all,

We discussed the first three issues in the breakout this morning. There were not quite enough people on the call, so only tentative resolutions were reached on the first two issues. We’ll use the async resolution process to allow others time to read through the discussion and see if they agree with what we decided.
