Proposed Resolution: Allow highlight pseudos inside container queries

Hey all,
There had been implementation concerns about allowing highlight pseudos inside container queries, and we had previously resolved to disallow them. The concerns turned out not to be real issues, so we would like to revert the previous resolution and allow highlight pseudos inside container queries.

This is notice that we will be taking this resolution in one week’s time unless objections (or substantive concerns) are raised in this issue:
