Agenda+ color-contrast() issues

Hi folks,

After consulting with Alan, we've added a bunch of color-contrast() issues to the agenda for today's afternoon session. The issues came out of a Jun 14th breakout between me, Chris, fantasai, and Adam.
The issues are in priority order and we are almost certainly *not* going to get to all of them. Google is really interested in shipping something for color-contrast(), so mainly we need to figure out if there's any subset of it that can be shipped.
