The CSS WG has published an updated Working Draft of the CSS Color Adjustment
Level 1:

This module introduces a model for and controls over automatic color
adjustment by the user agent to handle user preferences, such as
"Dark Mode", contrast adjustment, or forced-contrast color schemes.
At this point we have only two open issues:
Controlling auto-darkening

We expect to transition to CR once these are resolved.
