The CSS WG has published an updated Working Draft of the
CSS Box Model Module Level 3:

This specification describes the margin and padding properties from CSS2,
which create spacing in and around a CSS box.
This publication introduces the 'margin-trim' property, which allows a
container to suppress margins at its edges, see

There are some open issues on this and feedback is encouraged.
