The CSS WG has published an updated Candidate Recommendation of the
CSS Scroll Snapping Module Level 1:

This module contains features to control panning and scrolling behavior
with “snap positions”. This update
* Fixes the 'scroll-snap-align' shorthand to assign values in the
correct order (they were assigned backwards) to its longhands.
* Adds an 'auto' value as the initial value of 'scroll-padding';
UA heuristics must be mapped to this keyword so they can be
overridden.
* Added clarifying wording to some existing definitions.
