The CSS WG has published an updated Working Draft of the CSS Display Module Level 3:

CSS Display describes how the CSS formatting box tree is generated
from the document element tree and defines properties that control
the types of boxes thus generated.
As usual, significant changes since the last draft are listed at:

Changes this time around are quite minor, mostly just tightening
up definitions.
There is one open issue:
https://github.com/w3c/csswg-drafts/issues/2947
Once it is resolved we expect to transition the draft to CR.
