[CSSWG][motion-1] Updated WD of Motion Path 1

The CSS WG has published an updated Working Draft of the Motion Path Module Level 1:

The module allows authors to position any graphical object and animate it along an
author specified path.

There were updates such as:
  * Renamed 'motion-path' to 'offset-path', 'motion-offset' to 'offset-distance',
'motion-rotation' to 'offset-rotate', 'motion' to 'offset'
  * Added 'offset-position' to specify the initial position of the path
  * Added 'offset-anchor' to specify the origin point of the element
