[css-ui-3] Publishing a new CR

I've applied the pending edits, compiled a DoC, and made sure the change section was up to date for CSS-UI-3:


Since the last CR, there have been a few of normative changes, so we should publish a CR again, but otherwise we are really close to PR. The test suite is not yet complete, but in good shape already, with 255 tests covering the majority of the spec. I'll write the missing ones soon. I already have a decent idea of what's missing, but if anyone (Geoffrey?) wants have a look and give a second opinion on coverage, now would be a good time.

Not only do we have many tests, we pass most of them. There are only 13 required tests lacking two conforming implementations, 6 of which are for an at-risk feature (nav-*). I will file bugs to get these fixed.
