It’s at-risk (@risk?) in level 3, and I haven’t copied it from level 3 to level 4 yet. I’m only aware of one implementation.

Level 4 is totally incomplete, since I’ve been moving over sections one-by-one from level 3 as they become relevant to WG discussions. I haven’t moved all of them because level 4 is written in bikeshed but level 3 isn’t, so its nontrivial to move everything.
