[css-will-change] Data?

Do we have data on how effective will-change is? How much computation
power or time does it save (for small and large reference sites—not
sure whether we had defined any before)?

Adding such data to the draft could explain better why will-change is
needed and useful, and it would allow authors to make better decisions
in terms of when to use it.
