Section 8.1 (Float Reference Growth) has some short text about the
reference fragment being able to grow to accommodate page floats.
Isn't this just the normal behavior of floats - that they're taken
into account during layout?  If something further is intended, this
section needs to be expanded; if not, it can be removed because it's
superfluous and confusing.
