Bert Bos was also aware of this since he wrote a comment to that effect 
in Shepherd system:

"Both the test and the reference refer to a non-existent image (404). 
That is probably not intended."

So, for example, that border-image-repeat-round-1 test

http://test.csswg.org/source/vendor-imports/mozilla/mozilla-central-reftests/background/border-image-repeat-round-1.html

is not in the build system, so not in the test harness... It's only a 
matter of moving that test in the proper folder, fixing the links 
accordingly, reviewing that test and the test suite would have another 
test on 'border-image-repeat: round'.
