I believe (although not entirely sure) that fill available fit's
definition would be and should be instead fill available *measure*.
So the statement in CSS3 Writing-Modes §7.3.2.1 o) should be saying:

and "fill-available measure" should be linking to

fill-available measure
Roughly, the measure a box would take if it filled its available
measure.
