[css-text] intent to unprefix: hyphens

For version 43 of Firefox we're going to unprefix the 'hyphens' property
which is currently behind a '-moz-' prefix. Several other browsers
(IE10+/Edge/Webkit) have already shipped this for several years now, also
behind a prefix. The portion of the CSS Text spec related to this property
has also been stable for several years.

Sadly, Chrome does not currently implement hyphenation. o(〒īšã€’)o
