Made a edit according to the resolution[1]:

> RESOLVED: propigate 'direction' and 'writing-mode' from BODY to FOO (HTML
if not BODY)

I actually don't understand what "if not BODY" means, suspected it means
"if HTML5".

Appreciate feedback, comments, corrections, etc.
