There are languages where you might want to hyphenate even without 
(full) justification. Without it, the margins can get excessively 
ragged, and narrow columns can be overrun by many single words, some of 
them quite common.

For obvious reasons, those languages also do not exhibit the same bias 
against hyphenation. Where lack of hyphenation is exhibited today, it's 
an unfortunate effect of English dominated software.

It would be nice to ensure that examples and specifications do not add 
to this bias.
