The CSSWG feels it should be, but the HTML spec (which is where this is normatively defined) currently only propagates from the label to the control. CSSWG resolution here [3], unfinished WHATWG thread here [4]. Oops, my memory failed me here. We made that extension on :focus itself, not :focus-within. - Florian
