On the draft home page ( https://drafts.csswg.org/ ), click the history link for the draft in question (the "rewinding clock" icon), this will list all the versions of the draft that have been pushed into the repo since the new system went online (when multiple changesets are part of a single push, only the last of the set is displayed, i.e., only the versions that were served on that server). Then click the link to the version you want, the current version is on top. Each link from the history page is a dated URL that will remain stable. You can also synthesize arbitrary dated URLs and the most recent version on that date will be served. URL date/times are in the server's time zone, US Pacific.
