No, not at all - in fact, quite the opposite. See the introduction of 
the document.

The CSS Counter Styles spec provides a mechanism to define your own 
counter styles.  This doc is merely meant to save authors the trouble of 
working out how to define various international counter-styles.

(Try them in Firefox.)
