[css-text-decor] undeeded <dfn> for currentColor

css-text-decor has a <dfn> for currentColor, but it's in a note,
and not really defining anything, but rather explaining what the
definition which is in css-color implies.


This get's picked up by bikeshed for cross linking, and is annoying.
Can we just switch from <dfn> to <a>, or is there a good reason for it
to be the way it is?
