I think there should be a link type like "perennial" or "global" for
links like "Forgot password?" "Sign In" etc.

Suppose I click on Forgot Password link on a website. The colour
changes. Because it's a visited link now. But I might need that link
anytime soon, right? So why distinguish it? This is a perennial link,
an evergreen link. It cannot have a visited state (or people won't
pick a separate visited state for these).
