COL visibility: collapse HTML 4 and CSS 3

How come visibility: collapse still doesn't work on col?

I can get this to work on Firerfox and Opera.

I didn't test it in IE because I don't have one.

It's css 2 and HTML 4.

This should have been working years ago. Why doesn't this work?
