[css-gcpm] Bookmarks comment

Hi,

in http://www.w3.org/TR/2014/WD-css-gcpm-3-20140513/#bookmarks
properties for manual bookmark creation are defined.  HTML5 defines
outline algorithm
(http://www.w3.org/html/wg/drafts/html/master/sections.html#outlines)
for automatic creation of outline. It would be useful if bookmarks could
be created automatically based on an outline as well.

Additional property "bookmarks" can be added with values "none", "auto"
and "from-bookmark-level". The default should be "auto" which will
provide automatic bookmarks based on the document outline.
