[css-colors] Proposal to add named color

Since no one has formally proposed it to the WG, let me do so.  The
community[1] would like to add a named color (#663399 - beccapurple) to CSS
Colors L4[2] in memory of Rebecca Meyer.

It's pretty simple, does it require much discussion?  Can we simply add it
to the agenda and vote?
