Sorry to revive such an old thread, but we stumbled upon this issue recently and found the following Mozilla bug [1] opened against it, and it states that Gecko is wrong per a WG resolution to treat the root as BFC. Since that time Webkit and subsequently Blink have changed to match this behavior. I am curious if the WG still agrees that it is indeed the wrong behavior. No matter the outcome it would be great to get the spec updated to say whether the root should be treated as a BFC[2] and the implementations updated to reflect this resolution.
