[css-regions][css-break] CSSOM clarifications on fragments

Hey all,

Section 6.4 of the current Regions draft clarifies how getClientRects(),
getBoundingClientRects() and the various offset* attributes work with
fragmented content. This probably belongs either in the CSS Fragmentation
module (since these apply to fragmented content generally) or in
CSSOM/CSSOM View directly.

Any objections to moving this section to CSS Fragmentation?
