Gecko/IE are not "ciipping the padding box". Gecko and IE are simply
setting the padding-box to the same value regardless of the value of
'overflow' (except, when scrollbars are visible, its edges are moved in by
the scrollbar width).
Since the spec doesn't say 'overflow' should cause the padding-box to be
computed differently from normal (except for the scrollbar width detail),
the spec currently requires the Gecko/IE behavior.
