Custom filters are being removed, i.e. the ability to define and 
reference shaders from the CSS filter property.  The ability to use 
shaders in WebGL remains.

No that is not possible.  (In a world where we promoted href to a 
property, this would be possible.  It's unclear to me whether we will 
end up doing that though.)
