I have sent a similar proposal 2 years ago:

It describes a potential functional notation of `rem()` for using any ancestor's (not just direct parent's) font-size as a reference font-size by passing necessary level number to the `rem()` function as argument.

The proposal has been ignored for some reason (maybe sent on not quite appropriate date?).
