Hi,

The section for background-origin defines the positioning area, 
including how it is affected by 'background-attachment: fixed'. The 
section for background-attachment should link to that, perhaps in a note 
(to avoid repeating normative statements.)

(This will also apply to 'background-attachment: local' when that is 
specified.)
