The CSS WG and the SVG WG have published an updated Working Draft of the Filter Effects 1.0 specification:

Filter Effects allow applying filter operations like blur or color matrix on any graphical element.

The current version integrates:
* cleanup and bug fixes on the short hand filters,
* a new syntax for custom filters with a new at rule.
